The Sumter Litter Advisory Board is: the Rev. Ernest Frierson, Chairman; Scott Burkett, Vice Chairman. Other Board members are: Russell Brannon, Chris Hardy, Erika Williams, Joey Rogerson, Beverly Davis, Joseph Brown Jr., Robert Singleton, and Sandra Riley. Serving as Ex-Officio members are: Sumter County Administrator Gary Mixon, City of Sumter Manager Deron McCormick, County Councilman Charles Edens, City Councilman Steve Corley.
On Feb. 23, 2021, Sumter County Council approved third reading of Ordinance No. 21-944, which lays out the basic framework of the Sumter Litter Advisory Board. And on April 20, 2021, City Council approved final reading of Ordinance 2737, which mirrored the County's language. Three members are appointed by majority vote of County Council; three members are appointed by majority vote of City Council; one member is appointed by majority vote of the Sumter Development Board; one members is appointed by majority vote by the Board of Directors for the Sumter Chamber of Commerce; one representative is appointed from the South Carolina Department of Transportation; one representative is appointed by the Sumter County Sheriff’s Office; and one representative is appointed by the Sumter Police Department. The terms of office shall be for three years until their successors are appointed and qualified. County Council shall appoint one member to serve one year, one member to serve two years, and one member to serve three years. City Council does the same. Any vacancy shall be filled in the manner of the original appointments for the unexpired portion of the term and all appointments to membership on the board shall be transmitted to the Clerk of Sumter County Council who shall properly record the same on the permanent records Board members may serve no more than two terms consecutively; after two consecutive terms, board members may not serve as a member of the board for a minimum of one year. Non-voting Ex-Officio members of the board are: one members of Sumter County Council, one member of Sumter City Council, the County Administrator or his delegate, the City Manager for the City of Sumter or his delegate. The board is created to promote reduction of litter along the publicly maintained roads of Sumter County. The board shall make recommendations to Sumter County Council and the City Council regarding funding of the litter reduction operations. The board shall elect one of its members as Chairman and one of its members as Vice Chairman. Board meetings are held at the call of the Chairman and at such other times as the board may determine. The board shall keep minutes of its proceedings and shall make records of all official actions, which minutes and records shall be available for inspection at all times by County Council for the County of Sumter and the City Council for the City of Sumter. For the purpose of carrying out the other provisions of this ordinance, the board is authorized to cooperate with the S.C. Department of Transportation, the U.S. Air Force, the S.C. Department of Commerce, the Sumter School District, the Sumter Development Board, the Sumter City-County Planning Commission, all towns and municipalities in Sumter County, all churches and civic groups and chambers of commerce, all business leagues and other similar organizations in Sumter County and all other agencies and organizations within Sumter County with which the board may desire to cooperate in the furtherance of the development and advertisement of litter abatement in Sumter County.
